Situation
The tug Nathan E. Stewart and Barge DBL 55 ran hard aground on the rocks at 10/13/16 (01:13 PDT). The unit was located in Canadian Waters at 52.14.46N, 128.23.16W at the entrance to Seaforth Channel. As of 14 November at 1609 PST, the tug Nathan E. Stewart was removed from the sea floor and secured to a transport barge As a result of the initial tug grounding, diesel fuel and other lubricants were released from the tug Nathan E. Stewart.

The tug was loaded with 237,262 litres of diesel fuel. 24,670 litres of diesel fuel was transferred from the tug into the tank 3 port cargo tank on the barge before the pumps failed due to water in the engine room. As of 11 Nov 2016, after water separation 94,624 liters of diesel/oil mixture was verified to have been pumped off of the tug. Protective booming of the tug will remain in place throughout the salvage operation. Initial calculations based on volumes recovered have been revised and are 107,552 litres (up from 101,104 litres) of diesel and 2,240 litres (down from 3,668 litres) of lubricants (lube oil, hydraulic oil, gear oil, and spent lube) released to the environment. These numbers are considered final calculations.

Reports

SAFETY
• When approaching other vessels please communicate intension and take care when doing vessel to vessel transfers.
• Safety inspections are being conducted for all vessels on the response
• Safety protocols remain in place – as stated on previous situation reports.
• All responders not receiving operational text message updates are to ensure their contact information is updated with the ICP.
• All incidents must be reported immediately by supervisors and without delay so an adequate safety investigation can be completed.

FISHERIES CLOSURE
• The fisheries closure for bivalve shellfish fisheries in the Seaforth Channel and Gale Passage remains in place.

• The ICP continues to operate out of the Heiltsuk Nation Tribal Council chambers.

STAGING AREA
• Staging is available at the Bella Bella fuel dock and at Shearwater.
• On-water staging of equipment has been on barges around the response site

RESPONSE

On Scene Safety
• All vessels approved by UC are operational.
• CCGS Bella Bella 1, Cape St. James and providing field transport of personnel between Bella Bella and the Nathan E Stewart site as needed.
• Gordon Reid (24 hours) to provide traffic and safety control of all vessel operations at Norman Morrison.
• 200 meter safety exclusion zone around MLT 4000-2 at Normon Morrison
• 200 meter safety exclusion zone as well as secondary 0.5 nm secondary outer exclusion zone around Nathan E Stewart site will be enforced for safety.
• BARTLETT at NES casualty site for enforcement of exclusion zones, safety, and support.
• ICP receiving hourly field updates during all operations.
• CCGS Bartlett providing on-scene coordination to support all vessels in the field (24 hours).
• Agencies bringing a new craft or vessel on-scene must notify the Safety Enforcement Group Supervisor.

Salvage Ops
• Barge CENTRAL COASTER and CEFER Raider at casualty site, debris recovered.
• Sea floor survey will be conducted tomorrow.
• Nathen E. Stewart has been secured to Barge MLT 4000-2 and ready for transport

Spill Response Ops – (*In the case of a spill the drone pilot will deploy a drone in the air with IR cameras to track the spill location for recovery*)
• All vessels approved by UC are operational.
• EAGLE BAY on site at Norman Morison at the MLT 4000-2.
• North Rapids, South Gale Creek and south boom have been retrieved.

Air Operations
• Helo crew drops –Gale Creek drops plus Coast Guard for boom slinging operations

ENVIRONMENTAL UNIT (EU)

SAMPLING
• Team 1 – Dive only boat. Diving on casualty site.
• Team 2 : Full sample site at Gale Passage High Beach, Gale Passage Narrows and Dundavin
• Team 3: Troupe N, Gunboat and Gulchecks
• Team 4: E and W Gale Creek
• Overall sampling includes tissue, sediment, water, and vegetation sampling.
• FAST, Recon and SCAT teams continue to collect samples as required by reports from the field, weather permitting. Analysis of sampling results will be provided in a separate form following review and analysis of the data.
• Environment Canada (SSC) continues to support contingency planning for salvage operations with trajectory modeling in the event of a release and site specific weather forecasting.

SCAT
• 5 SCAT teams, accompanied by 1 sampling team, surveyed the lower Gale Creek, East Gale Creek area and index sites.
• All pre-SCAT completed

WILDLIFE
• Monitored wildlife from Gale Rock West to Cape Swain, Gale Creek North and South. No oiled wildlife discovered.
• Bartlett Wild life observation:
o Possible one injured bird

ARCHAEOLOGY
• Archaeology surveyed and completed sampling index sites in North Gale Creek
• Archaeology at casualty site at low tide 1800-1900.

MEDIA/VIP VISITS
• Cultural briefings are available for all incoming personnel.
